Can DuitNow QR be used to identify returning guests?

That turns the payment you already take into the identification step. Malaysia solved the fragmentation problem the way Singapore did: one interoperable QR, DuitNow QR, operated by PayNet, accepted across participating banks and wallets including Touch 'n Go eWallet. One QR at the counter covers most of the ways your guests want to pay.
For retention the important consequence is structural. Every DuitNow-routed transaction carries a payer reference. Hashed and matched against your own record, that reference makes visit counting automatic — the guest pays as they intended, and the visit history assembles itself without a stamp, a card, or a cashier asking a question during a lunch rush.
This is the step where most Malaysian loyalty programmes fail, not the rewards. Counter-bound enrolment collapses under peak-hour pressure: staff stop asking, the data goes patchy, and the reports become unusable precisely for the venues busy enough to need them.
The compliance line is short but real. Recognising a hashed reference to serve the guest is narrower than marketing to them. Malaysia's Personal Data Protection Act 2010 requires notice and consent for collecting and using personal data, so keep a timestamped opt-in and a working opt-out in every WhatsApp send.
And the honest gap: cash. A venue where a meaningful share of bills is cash will build a guest record skewed towards wallet users. The fix is a second capture point — a QR on the receipt or table talker — so the cash regular can opt in without changing how they pay.

Test the reference with your own two payments
Pay yourself from two different wallets and check whether the settlement file makes them look like one guest. Do this before building any reporting.
One QR, every outlet, same record
Different QRs per counter split the same guest into several records, which is the most common reason Malaysian retention numbers look random.
Put the consent line on the thing they already scan
The table talker has their attention for the length of the payment. A poster elsewhere does not.
Add a receipt QR for cash
